For over two decades, Civil Technology Inc. has provided continuous program and construction management services at DEN—making us the longest-serving consultant in this capacity. Our portfolio spans airside and landside infrastructure, including the automated ground transportation system (AGTS), runway and taxiway rehabilitation, terminal expansion, passenger loading bridges, and the iconic Terminal Canopy. We support major upgrades to roadways, facilities, and utility systems while ensuring 24/7 operational continuity and regulatory compliance across a complex, secure environment. CTI currently serves as Prime Consultant for the airport’s Integrated Project Management and Support Services (IPMSS) contract.

DENVER ART MUSEUM EXPANSION
CTI provided pre-construction services for the expansion of the Denver Art Museum—an architectural icon in the city’s cultural corridor. Our role included constructability reviews, site logistics planning, phasing strategies, and cost estimating to ensure seamless integration of new construction with the existing, high-profile facility.

Civil Technology has supported the transformation of the former Stapleton International Airport into a thriving mixed-use community for over 24 years. As Associate Construction Manager, we’ve overseen the design and construction of all civil infrastructure—roads, drainage, utilities, landscaping, trails, parks, and more. Our work on this $3.4B urban infill project spans safety management, contractor oversight, quality assurance, roadway acceptance, and long-term stakeholder coordination with entities like the EPA, HUD, and City of Denver.

CTI served dual roles in this award-winning multi-modal transit hub: as Associate Developer (with Continuum/East-West) and as part of Kiewit’s construction team. We provided project controls, master scheduling, QA/QC, and construction inspection. Our support spanned the new Train Hall, Regional Bus Facility, Light Rail Platforms, and public plazas—helping integrate the revitalized historic station into a cutting-edge transportation ecosystem.

As OCIP Program Manager, CTI administered the Owner-Controlled Insurance Program for this 698,000 SF City and County of Denver building housing over 40 agencies. We managed contractor orientation, OSHA training, site-specific safety reviews, injury reporting, and compliance monitoring—ensuring a secure, cost-effective job site throughout construction.

DENVER JUSTICE CENTER
CTI was a key member of the program management team for this $378M judicial campus. We delivered pre-construction services, program management, QA/QC, and safety oversight for the five-part project, which included a courthouse, detention center, parking garage, post office, and jail renovation. Our early intervention resolved a major design challenge and kept the project on time and on budget.

CTI provided safety management, document control, and contract administration services for this 1,100-room convention center hotel in downtown Denver. Our focus on compliance and communication helped ensure efficient coordination among multiple contractors and vendors throughout the build.

DENVER INTERNATIONAL AIRPORT HOTEL AND TRANSIT CENTER
During planning and construction of the $720M Hotel and Transit Center at DEN, CTI supported contract administration, technical reviews, and civil inspection. Our contributions included design support for foundation and geotechnical systems, inspection of enabling projects, and implementation of airport-wide standards.

CENTRAL PARK BOULEVARD INTERCHANGE
Civil Technology led project delivery for the City’s first design-build highway interchange. This $50M federally funded infrastructure project involved extensive stakeholder coordination, including CDOT, FHWA, DIA, and utility companies. CTI developed the RFP, managed design-build competition, and oversaw construction—delivering the project 13 months early and 25% under budget.
